Francis S. Blake, Chair of the Blue Ribbon Commission, joined The Home Depot in 2002 as Executive Vice President of Business Development and Corporate Operations. Previously, he served as Deputy Secretary of Energy, where he played a lead role in all Departmental policy decisions and managed its annual $19 billion budge. Before joining the Department of Energy, he was the Senior Vice President of Corporate Business Development at General Electric, where he had served since 1991. Prior to his service at GE, he was a Partner with the law firm of Swindler & Berlin in Washington, D.C. Previous public service included his appointment as General Counsel at the Environmental Protection Agency from 1985 to 1988 and as Deputy Counsel to Vice President George H.W. Bush from 1981 to 1983. He is a graduate of Harvard University and Columbia University School of Law.
William F. Brinkman serves as external chair of the Laboratory Operations Board, a standing subcommittee of the Secretary of Energy Advisory Board. Now at Princeton University, Dr. Brinkman is retired from Lucent Technologies where he had been Vice President of Research since January 1999. At Lucent Technologies, he was responsible for research in computing, software, mathematics, communications science, physics, and engineering. Prior to going to Lucent Technologies, Dr. Brinkman held a number of research positions at Bell Labs, taking time out from 1984 through 1987 to serve as vice president of research at Sandia National Laboratories. He holds a Ph.D. in physics from the University of Missouri, and spent a year as a postdoctoral fellow at Oxford University. Dr. Brinkman has been a member of the National Academy of Science since 1984 and served as the president of the American Physical Society in 2002.
Jacques S. Gansler, Ph.D. holds the Roger C. Lipitz Chair in Public Policy and Private Enterprise at the University of Maryland School of Public Affairs. Previously, Gansler served as the Under Secretary of Defense for Acquisition, Technology and Logistics. Prior to this appointment, Dr. Gansler was executive vice president and corporate director for TASC, Inc., an applied information technology company. From 1972 to 1977, he served in the government as Deputy Assistant Secretary of Defense (materiel acquisition) and as Assistant Director of Defense Research and Engineering (electronics). He has prior industrial experience in management positions at I.T.T.; Singer Corporation; and Raytheon Corporation. He has served on numerous corporate boards and governmental special committees, including vice chairman, Defense Science Board; chair, Board of Visitors, Defense Acquisition University; Director, Procurement Round Table; chair, Industry Advisory Board, University of Virginia, School of Engineering; chair, Board of Visitors, University of Maryland, School of Public Affairs; member of the FAA Blue Ribbon Panel on Acquisition Reform; and senior consultant to the "Packard Commission" on Defense Acquisition Reform. He is a member of the National Academy of Engineering and a fellow of the National Academy of Public Administration. Dr. Gansler holds engineering degrees from Yale University and Northeastern University, an MA in political economy from New School for Social Research, and a Ph.D. in economics from American University.
F. Henry ("Hank") Habicht II is Chief Executive Officer of the Global Environment & Technology Foundation, a 501©3 not-for-profit corporation that fosters innovation in environmental management and in applications of clean technology that make business and environmental sense. He is also a founding principal of Capital E, LLC, a firm that promotes investment in new energy technology. Prior to joining GETF, Mr. Habicht was Senior Vice President of Safety-Kleen Corporation, a provider of industrial and recycling services to more than 400,000 businesses. He was Deputy Administrator of the U.S. Environmental Protection Agency from 1989 to 1993. He also served as Assistant Attorney General of the U.S. Department of Justice under the Reagan Administration, where he directed the Environment and Natural Resources Division. Mr. Habicht holds a J.D. from the University of Virginia and an A.B. (magna cum laude) from Princeton University. He serves as a Commissioner for the National Commission on Energy Policy; Chairman of the Board of Resolve, Inc.; Director of 3E Company; NREL Advisory Board; member of the President’s Advisory Committee on Trade Policy and Negotiation; and on the Steering Committee of the Energy Future Coalition. He also serves on the Dow Chemical Corporate Environmental Advisory Council, the Princeton Environmental Institute and the National Pollution Prevention Roundtable Advisory Boards.
Dale Klein is the Assistant to the Secretary of Defense for Nuclear, Chemical and Biological Defense Programs. Previously, Dr. Klein served as the Vice Chancellor for Special Engineering Programs and Professor of Mechanical Engineering at the University of Texas. Additionally, he was the Executive Director and Chairman of the Board of Directors of the Amarillo national Resource Center for Plutonium. He served with the University of Texas System from 1977 until 2001, holding various positions, including Associate Dean for Research and Administration for the college of Engineering and Head of Nuclear Programs at the Center for Energy Studies. Dr. Klein received his Bachelor’s Master’s and Doctorate degrees from the University of Missouri.
John Tuck is a Senior Public Policy Advisor at Baker, Donelson, Bearman & Caldwell. From 1989 to 1992, Mr. Tuck served as Under Secretary of the United States Department of Energy in President Bush's administration. Prior to his service with the Department of Energy, Mr. Tuck served in a number of positions at the White House during President Reagan's administration, including Assistant to the President, and Director of the Office of the Chief of Staff. From 1981 to 1986, he worked in the United States Senate as Assistant Secretary for the Majority. He has held a number of positions on Capitol Hill including Chief of the Minority Floor Information Services for the House of Representatives. John Tuck was commissioned in the United States Navy and served on active duty from 1967 to 1973. Subsequently, he served in the United States Naval Reserve for over 20 years, retiring with the rank of Captain. Mr. Tuck holds a bachelor's degree from Georgetown University School of Foreign Service.
